In a move that has sparked global concern, Vietnam’s Ministry of Information and Communications has ordered internet service providers to block Telegram, citing widespread illegal activity on the platform. According to a government document dated May 21, the decision came after police reported that 68% of 9,600 Telegram channels and groups in Vietnam violated local laws—including cases related to fraud, drug trafficking, and terrorism.

The ministry’s order, which became public after a Reuters investigation, instructs telecom companies to “deploy solutions and measures” to restrict Telegram’s functionality and submit progress reports by June 2. Telegram expressed surprise and confusion at the Vietnamese government’s decision. A company spokesperson told Reuters that they had responded to all legal requests from Vietnam in a timely manner and had just received a formal communication from the Authority of Communications, with a response deadline of May 27. Telegram claims it is actively processing the request in line with newly introduced telecom regulations.

However, Vietnamese authorities argue that Telegram refused to share user data critical to ongoing criminal investigations—a key point of contention.
