In a move that has sparked global concern, Vietnam’s Ministry of Information and Communications has ordered internet service providers to block Telegram, citing widespread illegal activity on the platform. According to a government document dated May 21, the decision came after police reported that 68% of 9,600 Telegram channels and groups in Vietnam violated local laws—including cases related to fraud, drug trafficking, and terrorism.

The ministry’s order, which became public after a Reuters investigation, instructs telecom companies to “deploy solutions and measures” to restrict Telegram’s functionality and submit progress reports by June 2. Though the app remained accessible in Vietnam as of the end of May, this move signals another chapter in the growing global tension between secure messaging platforms and state control.

Telegram’s Response: “Surprised”
Telegram expressed surprise and confusion at the Vietnamese government’s decision. A company spokesperson told Reuters that they had responded to all legal requests from Vietnam in a timely manner and had just received a formal communication from the Authority of Communications, with a response deadline of May 27. Telegram claims it is actively processing the request in line with newly introduced telecom regulations.

However, Vietnamese authorities argue that Telegram refused to share user data critical to ongoing criminal investigations—a key point of contention. The platform’s strict stance on privacy, encryption, and anonymous use has long made it a go-to tool for activists, journalists, and unfortunately, also criminal networks.

Vietnam’s stance is not isolated. Telegram has faced scrutiny in countries including France, India, Russia, and Iran, where its refusal to hand over user data or block specific content has led to legal battles or temporary bans.

Vietnam, in particular, is known for tight media control and crackdowns on online dissent. Authorities have long demanded that platforms like Facebook, YouTube, and TikTok remove content deemed “toxic” or “anti-state.”

Telegram, unlike its competitors, does not use algorithms to monitor user content and generally refrains from moderation unless it involves child abuse, terrorism, or spam. This decentralized, encrypted model is both its strength and its greatest challenge in heavily censored environments.
